國務院:嚴格水泥等行業準入和強制退出機制
近日(ri),國(guo)務院印發(fa)《貫徹實施質(zhi)(zhi)(zhi)量發(fa)展綱(gang)要2015年行(xing)動計劃》,提出強化重點領(ling)域質(zhi)(zhi)(zhi)量安(an)全監管,支持企業積極(ji)采用新(xin)(xin)技術、新(xin)(xin)工藝、新(xin)(xin)設備、新(xin)(xin)材料;加強質(zhi)(zhi)(zhi)量技術創新(xin)(xin)領(ling)域知識產權保護,加大對質(zhi)(zhi)(zhi)量技術創新(xin)(xin)領(ling)域侵權假(jia)冒行(xing)為的打擊(ji)力度;鼓勵企業參與國(guo)家標準和(he)國(guo)際(ji)標準制修訂。
計劃指出,促進大氣環境質量改善。嚴格鋼鐵、水泥、玻璃、陶瓷等行業準入和強制退出機制。加強成品油質量監督檢查,推進機動車污染綜合防治。實施燃煤鍋爐節能環保綜合提升工程。實施百項能效標準推進工程。推動實施重點區域、重點行業清潔生產水平提升計劃。實施能效“領跑者”制度,推廣高效節能產品。

貫徹實施質量發展綱要2015年行動計劃
為貫(guan)徹落實《質(zhi)量發展(zhan)(zhan)綱要(2011-2020年)》,適應經濟發展(zhan)(zhan)新(xin)常(chang)態,加強質(zhi)量、標準和品(pin)牌建設,明確(que)2015年質(zhi)量工作重點,制(zhi)定(ding)本行(xing)動計劃。
一、簡政放權,充分發揮企業的質量主體作用
(一)繼續(xu)清理(li)行政審批事(shi)項。進一步減少和下(xia)放質(zhi)量(liang)(liang)安(an)全準入(ru)類(lei)行政審批事(shi)項,研究建立質(zhi)量(liang)(liang)安(an)全監管(guan)權(quan)力清單、責(ze)任清單。加強質(zhi)量(liang)(liang)安(an)全執法部門間(jian)的協作,推進信息共享(xiang),形(xing)成質(zhi)量(liang)(liang)安(an)全監管(guan)合力。(全國質(zhi)量(liang)(liang)工作部際聯席會議成員單位按職責(ze)分工負責(ze))
(二)大(da)力(li)提高(gao)勞動(dong)者(zhe)技(ji)能(neng)(neng)。研(yan)究(jiu)建(jian)立新(xin)的(de)質量工(gong)程技(ji)術人(ren)(ren)(ren)員人(ren)(ren)(ren)才評(ping)價制度。實施卓越工(gong)程師計(ji)劃(hua)、企業質量管理人(ren)(ren)(ren)才素質提升工(gong)程。組(zu)織開展(zhan)(zhan)提升農民工(gong)職業技(ji)能(neng)(neng)的(de)活動(dong)。實施國(guo)家高(gao)技(ji)能(neng)(neng)人(ren)(ren)(ren)才振興計(ji)劃(hua),促(cu)進技(ji)能(neng)(neng)人(ren)(ren)(ren)才隊伍建(jian)設。組(zu)織開展(zhan)(zhan)職業技(ji)能(neng)(neng)競賽。(教育(yu)部、工(gong)業和信息化部、人(ren)(ren)(ren)力(li)資源(yuan)社會保障部、質檢總局等按職責分工(gong)負責)

二、改進監管,提高監管的針對性和有效性
