7月1日,國務院辦公廳發布了關于金融支持經濟結構調整和轉型升級的指導意見。全文如下:
當前,我國經濟運行總體平穩,但結構性矛盾依然突出。金融運行總體是穩健的,但資金分布不合理問題仍然存在,與經濟結構調整和轉型升級的要求不相適應。為深入貫徹黨的十八大、中央經濟工作會議和國務院常務會議精神,更好地發揮金融對經濟結構調整和轉型升級的支持作用,更好地發揮市場配置資源的基礎性作用,更好地發揮金融政策、財政政策和產業政策的協同作用,優化社會融資結構,持續加強對重點領域和薄弱環節的金融支持,切實防范化解金融風險,經國務院同意,現提出以下指導意見。
一、繼續執(zhi)行穩健的貨(huo)幣(bi)(bi)政策,合理保(bao)持貨(huo)幣(bi)(bi)信貸(dai)總(zong)量(liang)
統籌(chou)兼顧穩增長、調(diao)結(jie)構、控(kong)通脹、防風(feng)險(xian),合理保持(chi)貨幣(bi)(bi)總量(liang)。綜合運用數(shu)量(liang)、價格等(deng)多種(zhong)貨幣(bi)(bi)政策工具(ju)組合,充(chong)分發(fa)揮再貸(dai)(dai)款、再貼現和差別存款準備金(jin)(jin)(jin)動態(tai)調(diao)整機制的引(yin)導作用,盤活存量(liang)資(zi)金(jin)(jin)(jin),用好增量(liang)資(zi)金(jin)(jin)(jin),加(jia)快資(zi)金(jin)(jin)(jin)周轉速度,提高資(zi)金(jin)(jin)(jin)使(shi)用效率(lv)。對中(zhong)小金(jin)(jin)(jin)融機構繼續實施較低的存款準備金(jin)(jin)(jin)率(lv),增加(jia)“三農”、小微企(qi)(qi)業等(deng)薄弱(ruo)環節的信貸(dai)(dai)資(zi)金(jin)(jin)(jin)來源。穩步推進(jin)利率(lv)市(shi)場化改革,更大程度發(fa)揮市(shi)場在(zai)資(zi)金(jin)(jin)(jin)配置中(zhong)的基礎性作用,促進(jin)企(qi)(qi)業根據(ju)自身條件選擇融資(zi)渠道、優(you)化融資(zi)結(jie)構,提高實體(ti)(ti)(ti)經濟特別是小微企(qi)(qi)業的信貸(dai)(dai)可(ke)獲(huo)得(de)性,進(jin)一步加(jia)大金(jin)(jin)(jin)融對實體(ti)(ti)(ti)經濟的支(zhi)持(chi)力(li)度。(人民銀行牽頭,發展改革委、工業和信息化部、財政部、銀監會、證監會、保監會、外匯局等參加)
二、引(yin)導、推動重(zhong)點領域(yu)與行(xing)業轉型和調(diao)整
堅(jian)持(chi)(chi)有(you)扶(fu)有(you)控、有(you)保(bao)有(you)壓原則(ze),增強資金支持(chi)(chi)的針(zhen)對性(xing)和(he)有(you)效性(xing)。大力(li)支持(chi)(chi)實施創新(xin)驅動(dong)發展戰(zhan)(zhan)略(lve)。加大對有(you)市場發展前(qian)景的先進制造業(ye)、戰(zhan)(zhan)略(lve)性(xing)新(xin)興產業(ye)、現代(dai)信息(xi)技術產業(ye)和(he)信息(xi)消費、勞動(dong)密集型產業(ye)、服務業(ye)、傳(chuan)統產業(ye)改(gai)造升級以及綠色環保(bao)等領(ling)域的資金支持(chi)(chi)力(li)度。保證(zheng)重(zhong)點在建續建工程和項目的(de)合理(li)資金需求(qiu),積極支持鐵路等重(zhong)大(da)基礎(chu)設(she)施(shi)、城(cheng)市基礎(chu)設(she)施(shi)、保障性安居工程等民(min)生工程建設(she),培育(yu)新的(de)產業(ye)增長點。按照“消化一(yi)批(pi)(pi)(pi)、轉移一(yi)批(pi)(pi)(pi)、整合一(yi)批(pi)(pi)(pi)、淘(tao)汰一(yi)批(pi)(pi)(pi)”的(de)要(yao)求(qiu),對產能過剩行業(ye)區(qu)分(fen)不(bu)同情況(kuang)實施(shi)差別化政(zheng)策。對(dui)產(chan)(chan)品有(you)(you)競爭(zheng)力、有(you)(you)市(shi)場(chang)、有(you)(you)效益的企(qi)業(ye)(ye),要繼續(xu)給予(yu)資(zi)金支(zhi)持(chi);對(dui)合理(li)向境(jing)外(wai)轉(zhuan)移產(chan)(chan)能(neng)的企(qi)業(ye)(ye),要通(tong)過內保外(wai)貸、外(wai)匯及人民幣貸款(kuan)、債權(quan)融(rong)資(zi)、股(gu)權(quan)融(rong)資(zi)等(deng)方式(shi),積極支(zhi)持(chi)增強跨境(jing)投資(zi)經營能(neng)力;對(dui)實施產(chan)(chan)能(neng)整(zheng)合的企(qi)業(ye)(ye),要通(tong)過探索發(fa)行(xing)(xing)優先股(gu)、定向開展(zhan)并(bing)購貸款(kuan)、適當(dang)延長(chang)貸款(kuan)期限等(deng)方式(shi),支(zhi)持(chi)企(qi)業(ye)(ye)兼并(bing)重(zhong)(zhong)組;對(dui)屬于淘汰(tai)落后產(chan)(chan)能(neng)的企(qi)業(ye)(ye),要通(tong)過保全(quan)資(zi)產(chan)(chan)和不良貸款(kuan)轉(zhuan)讓、貸款(kuan)損失核銷等(deng)方式(shi)支(zhi)持(chi)壓產(chan)(chan)退市(shi)。嚴禁對(dui)產(chan)(chan)能(neng)嚴重(zhong)(zhong)過剩(sheng)行(xing)(xing)業(ye)(ye)違規建(jian)設項(xiang)目提供任(ren)何(he)形式(shi)的新增授信和直接融(rong)資(zi),防(fang)止盲目投資(zi)加劇產(chan)(chan)能(neng)過剩(sheng)。(發展改革委、工業和信息化部、財政部、商務部、人民銀行、國資委、銀監會、證監會、保監會、外匯局等按職責分工負責)
三(san)、整合金融(rong)資源支持小微企(qi)業發展
優化小(xiao)(xiao)(xiao)(xiao)微(wei)企業(ye)(ye)(ye)(ye)(ye)金(jin)(jin)融(rong)(rong)(rong)(rong)(rong)(rong)(rong)服(fu)務。支(zhi)(zhi)(zhi)(zhi)持(chi)(chi)(chi)金(jin)(jin)融(rong)(rong)(rong)(rong)(rong)(rong)(rong)機(ji)構(gou)(gou)向小(xiao)(xiao)(xiao)(xiao)微(wei)企業(ye)(ye)(ye)(ye)(ye)集(ji)中的(de)(de)區域(yu)延伸服(fu)務網點。根據(ju)小(xiao)(xiao)(xiao)(xiao)微(wei)企業(ye)(ye)(ye)(ye)(ye)不(bu)(bu)(bu)同發(fa)展(zhan)階段(duan)的(de)(de)金(jin)(jin)融(rong)(rong)(rong)(rong)(rong)(rong)(rong)需求特點,支(zhi)(zhi)(zhi)(zhi)持(chi)(chi)(chi)金(jin)(jin)融(rong)(rong)(rong)(rong)(rong)(rong)(rong)機(ji)構(gou)(gou)向小(xiao)(xiao)(xiao)(xiao)微(wei)企業(ye)(ye)(ye)(ye)(ye)提供融(rong)(rong)(rong)(rong)(rong)(rong)(rong)資、結算、理(li)財、咨(zi)詢等(deng)綜合性(xing)金(jin)(jin)融(rong)(rong)(rong)(rong)(rong)(rong)(rong)服(fu)務。繼(ji)續支(zhi)(zhi)(zhi)(zhi)持(chi)(chi)(chi)符(fu)合條件的(de)(de)銀(yin)行發(fa)行小(xiao)(xiao)(xiao)(xiao)微(wei)企業(ye)(ye)(ye)(ye)(ye)專(zhuan)項(xiang)金(jin)(jin)融(rong)(rong)(rong)(rong)(rong)(rong)(rong)債,所募集(ji)資金(jin)(jin)發(fa)放(fang)的(de)(de)小(xiao)(xiao)(xiao)(xiao)微(wei)企業(ye)(ye)(ye)(ye)(ye)貸(dai)(dai)款(kuan)不(bu)(bu)(bu)納入存貸(dai)(dai)比(bi)考核。逐步推(tui)進(jin)信(xin)貸(dai)(dai)資產證券(quan)化常(chang)規(gui)化發(fa)展(zhan),盤活資金(jin)(jin)支(zhi)(zhi)(zhi)(zhi)持(chi)(chi)(chi)小(xiao)(xiao)(xiao)(xiao)微(wei)企業(ye)(ye)(ye)(ye)(ye)發(fa)展(zhan)和經濟結構(gou)(gou)調整(zheng)(zheng)。適度(du)(du)放(fang)開小(xiao)(xiao)(xiao)(xiao)額(e)外保內(nei)貸(dai)(dai)業(ye)(ye)(ye)(ye)(ye)務,擴(kuo)大小(xiao)(xiao)(xiao)(xiao)微(wei)企業(ye)(ye)(ye)(ye)(ye)境內(nei)融(rong)(rong)(rong)(rong)(rong)(rong)(rong)資來源(yuan)。適當(dang)提高(gao)對(dui)小(xiao)(xiao)(xiao)(xiao)微(wei)企業(ye)(ye)(ye)(ye)(ye)貸(dai)(dai)款(kuan)的(de)(de)不(bu)(bu)(bu)良貸(dai)(dai)款(kuan)容忍(ren)度(du)(du)。加強對(dui)科(ke)技(ji)型、創新型、創業(ye)(ye)(ye)(ye)(ye)型小(xiao)(xiao)(xiao)(xiao)微(wei)企業(ye)(ye)(ye)(ye)(ye)的(de)(de)金(jin)(jin)融(rong)(rong)(rong)(rong)(rong)(rong)(rong)支(zhi)(zhi)(zhi)(zhi)持(chi)(chi)(chi)力度(du)(du)。力爭(zheng)全年(nian)小(xiao)(xiao)(xiao)(xiao)微(wei)企業(ye)(ye)(ye)(ye)(ye)貸(dai)(dai)款(kuan)增(zeng)速(su)不(bu)(bu)(bu)低(di)于當(dang)年(nian)各項(xiang)貸(dai)(dai)款(kuan)平(ping)(ping)均增(zeng)速(su),貸(dai)(dai)款(kuan)增(zeng)量不(bu)(bu)(bu)低(di)于上年(nian)同期(qi)水平(ping)(ping)。鼓勵地方人(ren)民(min)(min)政(zheng)(zheng)(zheng)府(fu)(fu)建立小(xiao)(xiao)(xiao)(xiao)微(wei)企業(ye)(ye)(ye)(ye)(ye)信(xin)貸(dai)(dai)風(feng)險(xian)補償基金(jin)(jin),支(zhi)(zhi)(zhi)(zhi)持(chi)(chi)(chi)小(xiao)(xiao)(xiao)(xiao)微(wei)企業(ye)(ye)(ye)(ye)(ye)信(xin)息整(zheng)(zheng)合,加快推(tui)進(jin)中小(xiao)(xiao)(xiao)(xiao)企業(ye)(ye)(ye)(ye)(ye)信(xin)用體(ti)(ti)系建設。支(zhi)(zhi)(zhi)(zhi)持(chi)(chi)(chi)地方人(ren)民(min)(min)政(zheng)(zheng)(zheng)府(fu)(fu)加強對(dui)小(xiao)(xiao)(xiao)(xiao)額(e)貸(dai)(dai)款(kuan)公(gong)(gong)司、融(rong)(rong)(rong)(rong)(rong)(rong)(rong)資性(xing)擔(dan)(dan)保公(gong)(gong)司的(de)(de)監管,對(dui)非(fei)融(rong)(rong)(rong)(rong)(rong)(rong)(rong)資性(xing)擔(dan)(dan)保公(gong)(gong)司進(jin)行清理(li)規(gui)范。鼓勵地方人(ren)民(min)(min)政(zheng)(zheng)(zheng)府(fu)(fu)出資設立或(huo)參股融(rong)(rong)(rong)(rong)(rong)(rong)(rong)資性(xing)擔(dan)(dan)保公(gong)(gong)司,以及通過(guo)獎(jiang)勵、風(feng)險(xian)補償等(deng)多種方式引導融(rong)(rong)(rong)(rong)(rong)(rong)(rong)資性(xing)擔(dan)(dan)保公(gong)(gong)司健康發(fa)展(zhan),幫(bang)助(zhu)小(xiao)(xiao)(xiao)(xiao)微(wei)企業(ye)(ye)(ye)(ye)(ye)增(zeng)信(xin)融(rong)(rong)(rong)(rong)(rong)(rong)(rong)資,降低(di)小(xiao)(xiao)(xiao)(xiao)微(wei)企業(ye)(ye)(ye)(ye)(ye)融(rong)(rong)(rong)(rong)(rong)(rong)(rong)資成本(ben),提高(gao)小(xiao)(xiao)(xiao)(xiao)微(wei)企業(ye)(ye)(ye)(ye)(ye)貸(dai)(dai)款(kuan)覆(fu)蓋面。推(tui)動金(jin)(jin)融(rong)(rong)(rong)(rong)(rong)(rong)(rong)機(ji)構(gou)(gou)完善服(fu)務定價管理(li)機(ji)制,嚴(yan)格(ge)規(gui)范收費(fei)行為(wei),嚴(yan)格(ge)執行不(bu)(bu)(bu)得(de)以貸(dai)(dai)轉(zhuan)存、不(bu)(bu)(bu)得(de)存貸(dai)(dai)掛鉤、不(bu)(bu)(bu)得(de)以貸(dai)(dai)收費(fei)、不(bu)(bu)(bu)得(de)浮(fu)(fu)利分費(fei)、不(bu)(bu)(bu)得(de)借貸(dai)(dai)搭售、不(bu)(bu)(bu)得(de)一浮(fu)(fu)到頂、不(bu)(bu)(bu)得(de)轉(zhuan)嫁成本(ben),公(gong)(gong)開收費(fei)項(xiang)目、服(fu)務質價、效用功能、優惠(hui)政(zheng)(zheng)(zheng)策等(deng)規(gui)定,切實降低(di)企業(ye)(ye)(ye)(ye)(ye)融(rong)(rong)(rong)(rong)(rong)(rong)(rong)資成本(ben)。 上一篇:宏達建材“戈壁牌”水泥走出國門 下一篇:2030年中國建材工業“創新提升、超越引領”發展戰略
